moving related units, programs, and commissions that are affiliated with the Office of Inspector General into the same chapter; setting for findings; setting forth duties and powers; providing for rulemaking authority; setting forth qualifications for directors; requiring directors to be appointed by a certain date; and making technical and stylistic changes.
